That is correct.  If you haven't signed a license agreement prohibiting
it, they have no say in the matter, and copyright law is not involved
since you're not making a copy.

If I can find some time (perhaps on the weekend), I'll take a look at
it.  I already have access to the PCI spec (I wrote two PCI master and
slave implementations using PIO in software!), and I've done a lot of
VHDL design.  But I know little about Verilog.

For those that don't have the actual PCI spec, the next best thing
is the book "PCI System Architecture".  It's not sufficient for
someone wanting to do a thorough analysis of the compliance of a
design, but it's generally sufficient for logic design.

Is the OGC a bus master, or only a slave?
