Or like the FSC quality mark for tropical hardwood, or the EKO mark for 
ecologically grown vegetables.

I think there are two different things here. One is a certificate for 
hardware, that shows how open it is. The other is a certificate for 
manufacturers, to show how community-friendly they are.

The first (which you described I think) would show customers whether the 
thing they're buying is likely to work properly with an open source 
operating system, while the second tells them whether they should have 
a warm and fuzzy feeling about buying the product, or feel somewhat 
disgusted "but it was all I could afford".

Of course, it's pretty hard to draw up criteria for such a certificate. 
Any ideas?
