The card has a JTAG port (actually, it has two, one for configuring the PCI 
interface FPGA, one for configuring the main FPGA).  One of these allows you 
to program the PROM directly (can't remember which off the top of my head).

JTAG is a serial interface designed specifically for these types of 
applications.
