They are semi-dynamic. Yes, you can go on without having
a registred range, but good practice is to register one.
(Especialy for all those who do not use udev)

I know of at least one setup where 8 matrox cards were used 
(in production).
I myself have 3 mga card, a G550, a G200-pci and a quad-G200,
resulting in 6 chips installed. (No, it does not work correctly,
as the kernel has troubles with more than one card).

So, i assume that 16 is a valid choice. For a card that
is as good documented as OGA it might be even valid to
expect people to install more than 16.
