No. For 2.4 kernels devfs can be used, but having a registred
range is required.

But please note that i will not do anything to support 2.4
kernels. I have no box left that runs such a kernel and very
little interest to spend time in it. Though, with a working
2.6 driver, it is not much effort to write a 2.4 kernel.
Additionaly a 2.4. driver can very easily support 2.0 and 2.2
kernels with just a handfull of #ifdef's.
(Have a look at http://svn.mplayerhq.hu/mplayer/trunk/drivers/mga_vid.c
as an example)
