That's a good question. The OHF is, you might say, part of the OGP.
And OGP and OHF are a player in the bigger movement of open hardware.
When one grows, they both grow.
I don't want to step on the toes of others who want to develop open
hardware, but I see the OHF as being the org that should rise to the
top and represent open hardware in general. We want OHF to be
something that OpenCores and others gladly would want to be associated
with. So we should push the OHF as a proactive organization whose
role is to represent and advance all of open hardware.
We also want to push the OGP as the part of the movement that has
yielded a tangible product (real soon now). A budding success story.
Paragon, etc.
So when it comes down to it, the only way to really push one is to
push them all, lumping everyone together into the open hardware
movement. Mention everyone.
If we feel that OpenCores people might object to this, perhaps we
should ask them permission before we use their name to advance our
cause (which we think is also their cause).
