I must admit that I am not clear on this. If you buy a SiliconImage
HDMI/HDCP transmitter chip (which you need a license to purchase) it was
my understanding that this came with the keys.
This line of discussion isn't about obtaining the keys under license,
it has digressed to discussing how easy it would be to attack HDCP.
So yes, your understanding is still assumed to be correct.
