I don't think so. OGG files are usually homemade.
If we use something programmable, like a DSP, adding a new
codec should just be a matter of porting the software.
If we use a hardware decoder we probably can't support
everything.
Audio is usually programmable on media chips so that they can handle all
formats. The hardware video decode is probably just acceleration of
certain expensive operations since it is necessary for a media chip to
handle multiple formats. If Theora uses the same basic operations, it
would probably work.
One thing to consider is whether is would be possible to use the video
board to decode JPG and JP2 still pictures. And, place them on the
screen with compositing.
