Even being required by OpenGL 3 does not make S3TC relevant.
While a few programs support texture compression, far from all use S3TC,
and I have yet to see a single one that uses texture compression by
default (even when they detect hardware that supports it).
But even if it should suddenly get any relevance beyond needing it
to advertise with "full OpenGL ... support", support via software is
not a problem outside the US and maybe a few other countries.
