CE and all other certificates in europe work in the way that
you have to let the product get tested yourself and make a certificate
yourself. This means if you are 100% sure that you are
conforming to the various standards and regulations, than
you can just make the stamp on it without testing. As long
as nobody complains this is ok. If someone complains you
have to produce test results for the product.
