If I remember correctly, if you install the 6.3i webpack, then install the service pack, you end up with the 3S4000 support unlocked. I assume it's an unintentional mistake by Xilinx. Anyway, unless I'm mistaken, this should get you free support for 3S4000, even if it's only on an ancient ISE version.
