Hi Brent, This is a pure guess - but I would check the Library Settings parameter called "Cap results in Patron Search at this number."
It can be set for the system or for specific libraries and I'm wondering if it's possible that some of its values were changed in the migration to 2.4? That might explain why some libraries are seeing 1 result in the search set and others are seeing more.
