Brent, are you saying that only some workstations in certain org units are affected but not others? If so, I'd check to make sure that those users aren't accidentally filtering by permission group or limiting by org unit.
I did some testing with various combinations of this Library Setting at different org unit levels on our system and couldn't get it to fail, so I don't know what else to suggest if in fact it's this setting that's at fault.
