Ah, okay. Sounds like it might be a bug in the Debian package then. Can you run 'strace -f /etc/init.d/open-iscsi stop >& /tmp/foo' (after a fresh boot, when running the same commands you sent in the earlier email) and send me (via private email): (a) the resulting log file in /tmp/foo (b) your current /etc/init.d/open-iscsi script ? If it's a bug in the Debian package, it's worth a bug report in the BTS. Who knows, I might even be able to give you a fix :-).
