Well, I haven't used the Windows version my self so far but the openbd/ lib should be the correct folder. I guess Jordan can step in here to give you a hint what could be wrong. The configuration with Tomcat is defined in the tomcat/conf/ catalina.propertis file with the property common.loader=..., with Jetty I'm not sure since I haven't used that so far.
