Just a few quick questions...
1. Are you getting an error when you try to use the plugin?
2. Which plugin are you trying to use?
3. Did you restart Tomcat / OpenBD service or reboot after adding the
plugin to the lib folder? I've noticed that Tomcat doesn't always
shutdown right in certain circumstances on Windows. You might have to
look at the running processes and kill them. Rebooting should solve the
plugin.
4. Which version of Windows? Are there permissions on the file?
Tomcat needs to be able to read that plugin jar.

The configuration with Tomcat is defined in the tomcat/conf/
catalina.propertis file with the property common.loader=..., with
Jetty I'm not sure since I haven't used that so far.

The windows installer puts the lib directory at "C:\openbd\lib" which
is where I am putting the plugin. At first blush it looks like it is
all the same .jar files located in "\web-inf\lib" in the Jetty
download of OpenBD...so again...I am assuming that I am putting it in
the correct location. *shrug*
