I'm actually parsing a bunch of feeds with this file. This issue is
happenning on every single xml feed. I just gave you one example. Here
are the feeds I'm trying to parse:

http://www.fda.gov/AboutFDA/ContactFDA/StayInformed/RSSFeeds/Recalls/rss.xml
http://www.nih.gov/news/feed.xml
http://rss.cnn.com/rss/cnn_health.rss
http://www.hhs.gov/rss/news/hhsnews.xml

Every single one is throwing the same error.
