Thanks all. Simply restarting the Tomcat Server wasn't cutting it. I also tried to stop IIS, then stop Tomcat, then start them back up in the same order. That didn't work either.
Then I found autostart.bat in c:\openbd\tomcat\bin. I ran it and it forced the Tomcat Service to stop. I had to start it back up manually, but after doing so, all of my sessions were flushed.
