You can restart using the following:

Start -> OpenBD -> Tomcat Service Control

Stop the service. Start the service.

You can also restart the service in the Windows Service Control screen. The Tomcat service that OpenBD runs under is just like any other Windows service.

Hope this helps!

Thanks all.

Simply restarting the Tomcat Server wasn't cutting it. I also tried
to stop IIS, then stop Tomcat, then start them back up in the same
order. That didn't work either.

Then I found autostart.bat in c:\openbd\tomcat\bin. I ran it and it
forced the Tomcat Service to stop. I had to start it back up
manually, but after doing so, all of my sessions were flushed.

Thanks again for all the quick support!
