so you suggest making installing the openca perl modules there too

having everything in one directory means that the httpd config must be
extended to point to some of its directories, namely the cgi-bin and
htdocs directories of ca, ra and pub.

either /usr/local/openca or /usr/local/openca-<version> would be my
suggestions.

having a device instead of a mount point saves only a few blocks on an
MS-DOS diskette (boot block and FAT).
i would put a compressed archive on either of them anyway.

i don't see any problem with this.

- use the mount point /floppy and expect `(u)mount /floppy` to work.
  isn't it common to work when the mount point has been entered in
  /etc/(v)fstab?
- the installer can override this
  - by configuring a different mount point
  - by specifying different pre and post commands for mount and umount
  - by specifying empty pre and post commands to indicate there's an
    automounter at work
