No. Modules have to be installed as the whole system is going to use
them (scripts, other programs, etc...). We are in the CPAN repository
so we get the modules distributed too with it.
My understanding is that modules will be installed at perl-site by
default and "restricted" to the prefix dir if needed (configured when
installing).

The web parts usually are not in the /usr directory so this part could
be installed on another place by default ( /var ? ).

On this point I have to say that we are NOT moving to the direction of
supporting file systems when importing/exporting data for portability
reasons. This is it.
