The OpenCA::OpenSSL module can not be initialized and probably because it cannot
be found the "openssl" command.

It seems to be a configuration error, indeed the module needs the 'openssl' bin
command, try checking the ca.conf file and look for the "openssl" keyword. Also
check the VerifyPath and SignPath.
