Maybe you can read "all decisions and agreements" so it does not mean "ALL
decisions and agreements"; but that certainly isn't clear to me.  If it
isn't all (ie: 100%) then it shouldn't read "all."  And if it doesn't mean
"all", what's with "each partner shall have the power of veto"?

I suggest something along the line:

"Actions by the partnership to:
        * Remove a partner
        * Add a partner
        * Amend the partnership agreement
        * Incur contractual debt
        * Enter into an agreement with other parties
require a 70% majority of all partners.  All other decisions and agreements
made by the partnership shall be made by a simple majority of those voting."
