I've read HIPPA, the regs and the preample, and my understanding is that the patient now has a legal right to copies of his medical record and a right to contest the contents of that record. Are you saying that the IOM / HL7 are taking the position that the physician can decide to withhold portions of that record? Where can I find out more about this?
