Intent is a factor, but not the only one. If the fonts can reasonably and 
practically be extracted for use and redistribution outside the document then 
copyright and license metadata should be included, whatever the intent may have 
been. OFL-FAQ 1.11 is very clear about that.

If I felt that the OFL-FAQ interpretation of embedding would have the effect of 
diluting or nullifying the OFL's force, I would have been the first person to 
scream loudly. Such would have been clearly outside the spirit and purpose of 
the license itself, and an inappropriate interpretation. However, it seemed 
clear in 2010 (and still in 2013) that the interpretation did align with the 
intention and understanding of OFL authors and copyright holders.

Thanks for your concerns about this. I am not arguing against you. We are on 
the same side, protecting both designer rights and user freedom.
