This would be useful for traveling patients if it takes a minute or two
to dump their EHR on to a CD in XHTML. Do this maybe once or twice a
year?

Not real certain where you are going with this but I believe the basics
you can assume in industrialized countries is 56k internet connecton and
a modern browser. If you are looking to have the ability to run a custom
client on a patient's home PC I think you have an up hill climb.
