Per the IPR Policy and Procedures, and from a legal standpoint, people join 
working groups.  Working groups produce specifications.  It's a working group 
decision what to call the specification(s) that it produces, and indeed, that 
decision or decisions may not be made until well into the life of the working 
group.

standard to be produced.
