The upgrade tool is going to read /opt/opennms/etc/opennms-datasources.xml to obtain the DB location and credentials, and it is going to use one connection to obtain the required information. If there is a connection error, the tool won't be able to retrieve the information about the MAC Addresses from the database, and no interfaces are going to be updated. Check the amount of max-connections on postgresql.conf to see if it has enough available.
