I could read back the binary. Actually the start location of SFLASH was
0x14000000. And I was trying to access from 0x04000000.
$_TARGETNAME configure -memorymap RW 0x14000000 0x04000000 SFLASH
"SFLASH"

Maybe the OP is using the old forked version from Broadcom (now this IoT
related division becomes part of Cypress). The version seems to be very old.

To OP: if that is the case, you should try the official OpenOCD.
