This ‘error log’ would come when Act controller is with cs#4615(Default) and
any SU goes into termination failed state from ‘restarting state’ or
‘terminating state’ on any payload or Standby controller(cs#4520). To recover
from termination failed state, we have ticket #538.
Ideally, there should not be a case of su going into ‘Termination failure’
during upgrade.
Some fix may be required either on 4.3.x or default to handle this use case.
