a component is assigned QUIESCED and calls saAmfFinalize. In
avnd_comp_unreg_prc() avnd_di_oper_send(cb, comp->su, 0) is called. It is not
possible to upgrade a correction. Instead avd_su_oper_state_evh has to be
changed to treat n2d_msg->msg_info.n2d_opr_state.rec_rcvr.raw = 0 =
SA_AMF_COMPONENT_FAILOVER.
