Just to add there is ticket related to this :
#495 No recovery is taken when component calls saAmfFinalize() api
when receives active cbk.
This ticket also raises the same question about "What AMF should do in
such a situation".

Right now amfnd sends a oper_state(DISABLED, COMP-FAILOVER) message
