This is a really weird corner case. An application that is in state 
INSTANTIATED, ENABLED & assigned QUIESCED calls saAmfFinalize(). What does that 
means from an AMF perspective and what should AMF do about it?

Right now amfnd sends a oper_state(DISABLED, COMP-FAILOVER) message but it does 
not execute component cleanup!

Also since this is sort of treated as a component error there seems to be a log 
missing somewhere around in avnd_comp_unreg_prc(). Please add that in the patch.
