Some questions here:
1) Are we now designing for double faults?
2) How long do we expect the controllers to be gone for?
3) What is the impact on the different OSAF services (Checkpoint, LOG, ...)
4) What is the impact on the applications running in the cluster (Checkpoints..)
5) Perhaps we need a different redundancy model for the services and have many 
many controllers (1+n)? It seems like we jin this ticket are saying "Let's not 
design for double faults, let's just pretend the faults never happened" (and 
wait for the controllers to come back). If we instead do it the SAF way and 
change the redundancy model it should have zero impact on any existing 
applications running in an OpenSAF cluster

The opensaf cluster shall survive that both system controllers are temporarily 
down (no cluster reboot as today)

After the system controllers recover, IMM and AMF state shall be as before the 
controllers got unavailable.

Use case: opensaf cloud deployment
