3) The impact on IMM is that no mutations at all will be possible. Reads shall 
be possible. cached runtime attribute seems to be a problem here as noted in 
#1156

The behavior of other services needs to be within the defined API. For example 
using TRYAGAIN, BADHANDLE etc. For some services it might be possible to "hide" 
the problem in the agent or a node director. But that would be a matter of 
implementation effort. CKPT is the big problematic service. non-collocated will 
not work at all. Collocated checkpoints I guess could still work replica 
management after the SCs has returned needs to be revisited. No impact on SMF.

4) AMF controlled applications cannot failover during the SC outage. IMM cannot 
be written to, New never seen error codes can be returned in the APIs. But for 
existing deployments there should be no difference. I expect this "feature" to 
configurable so that the old behavior is maintained.

5) yes we can have multiple standby SCs. Or as a start multiple spares. That is 
what I am prototyping with. Once the active goes down, a new standby is 
selected. Those changes are rather small compared to multiple standby which 
requires enhanced cluster management with leader election and quorum/consensus 
protocols.

The opensaf cluster shall survive that both system controllers are temporarily 
down (no cluster reboot as today)

After the system controllers recover, IMM and AMF state shall be as before the 
controllers got unavailable.
