Yes that was kinda implied, but I can go one step further:

There is only one format not tied to a particular engine[1], COLLADA,
as that's it's main design goal. However since it's not the most
binary efficient format, there are questions about how suitable it is
for real-time use.

Sirikata is going ahead with COLLADA and have hired some chair of a
COLLADA group to implement, but I am unclear how they've solved those
concerns.

So, yeah, I am presuming that the author of said proposal (as I myself
don't have one on hand) would sort out how to handle both native
efficient formats, and portable interchange formats.
