I don't believe you've added that terrain setting to the
OpenSimDefaults.ini file yet. You probably should, with it set to false,
before you forget. :)

For those using varregions, I just checked in a source update
that, if enabled, only sends terrain heightmap patches within
the avatar's view distance and also sends the terrain
heightmap from the avatar outward (as opposed to the lawn
mower pattern).
To enable this feature, add in your INI file:

SendTerrainUpdatesByViewDistance = true
For the moment, the feature is off by default until there has
been testing.
