The information I provided was only about the X code, which only uses HAL for
input devices, as HAL never provided any useful functionality for video display
devices, and X doesn't access other devices directly.

Access to removable storage media would seem to fall under the udisks projects
previously mentioned, for which the upstream community can be found on the
DeviceKit mailing list (the interim project between HAL and udisks/upower,
which was deprecated before we even had a chance to adopt it):
