What is wrong about the open source freedom to fork?

Can't someone just as easily fork under the CDDL?

yes, you can fork under cddl, but any changes you make to your sources
can be used by the original project ( think netbsd and openbsd) BUT,
if you use a dual licence and one decides to fork and use one licence
only, for example cddl, the new changes would be useless to the
original project if is strives to keep it dual licenced.
that is bad, very bad news.
but in any case, it is way too early to have this argument, not only
do we have to wait for the license to be finished, but also, we have
to see if the license is actually accepted by the community to see if
there is a real benefit using gplv3 too. right now, we know there are
real drawbacks though
