It is clearly possible to implement ARC decisions in OpenSolaris - there are hundreds if not thousands of examples of this happening already. There are difficulties in external-to-Sun contributors getting their changes in - the huge backlog in request-sponsor for instance, the lack of an external gate that external contributors can commit to - but those do not make it impossible, as has been proven by contributors like Roland Mainz, Shawn Walker, Juergen Keil, Rich Lowe, and a whole lot more whose names I haven't memorized.
