Yep. University programs started in China almost immediately after 
OpenSolaris was launched (but no one in the west noticed), and then the 
India team got involved, and now Sun corporate is funding edu programs 
globally. It's a big deal, actually, and involves all of the various Sun 
open source projects. Licensing certainly comes up in these venues but 
not a great deal.
