I think you have one thing backwards:
an iSCSI initiator is typically on the _client_, the one using a resource.
(an iSCSI initiator is usually software, but it could theoretically be
a board that looks to the host system like a real SCSI controller, but
implements its own network stack on-board)

an iSCSI target is the resource, and I'd certainly call the system
providing it the server.
