Only some completely random thoughts: There was a Sun video capture card a long time ago, but by modern standards it was very expensive and not very capable. DRM will complicate matters considerably, for HD; or rather, it may make it impossible to get full resolution for most channels. Maybe some of these devices are USB and can be handled from user space via libusb, rather than needing custom drivers. Not sure how well that would work on a more than lightly loaded system.
