libtool will, in a future release, work with VC/C++ and possibly other
compilers. 16-bit support I dunno.

It's only incompatible for those who'd like to include OpenSSL in
proprietary apps. But changes are in the works to allow apps built using
cygwin to link against libraries of their own choosing. Which ought to
alleviate this *problem*.
