we've playing around with oval2nasl over here, but this might not solve
the needs for handling DSAs (I've not seen the DSAs published as OVAL -
have I missed anthing?).
So, IMHO your dsa2nasl would be very welcome to have the NVT development
process established for debian local security checks.
