Yes. (But it does not really matter, as patches are either relevant right
away, or need rebasing after they have been sitting around for more than
a few months... )
Besides, we do have a wiki page that lists open and non-reviewed pages - we
should maintain this better, though. But then, we're back to "we do not have
enough resources".
