The proper way is probably to be able to ssh into the router and issue some ovpn
stop command at the proper place to disconnect the client. And of course the
opposite to connect it.
What is finally needed is for the tunnel to come down for local streaming and be
up for remote streaming.

I will look at what is possible with the router itself, it is an ASUS RT-AC51U
latest hardware model.

From the command line one could presumably shut down and start the service
given
the proper parameters.

What kind of firmware is on the device? Does it have a web UI? That could probably be simpler than an SSH login.

That said ... You could make use of OpenVPN Cloud for this use case. OpenVPN Cloud supports "domain based routing". So you can have VPN connectors (read: VPN clients) in several regions. In the Cloud setup you define that visiting .se domains should go via the VPN connector having a Swedish IP address. And say, netflix.com should via a VPN connector with a US IP address.

You can also define a default VPN connector for all the other egress. Or you can have a split-tunnel setup where only defined routes goes via a VPN connector.
