 I have the same problem on a TP-link WR1043ND rev 2.1 running Barrier
 Breaker RC3. The 3g-dongle (TP-link MA260) is not properly set up at boot.
 A manual reset of the usb-bus (writing 1 to bConfigurationValue under
 usb1) will make it appear, manually disconnecting the dongle and
 reconnecting it again also works. But no such luck with both a cold and
 warm boot. Adding a "sleep 1" at the end of the loop in /sbin/hotplug-call
 will make it appear at boot. Might this be related to  "OpenWrt hotplug
 script fix" described in http://wiki.openwrt.org/doc/howto/mwan3 ?
