I have the same problem on a TP-Link TL-MR3220 v2 running ROOter Huntsman
 2014-01-25 (OpenWRT r36486) with a Sierra Wireless 250U 3g/4g-dongle. The
only things that works for me is 1) manually entering ifup wan, 2)
clicking connect at Network -> Interfaces, and 3) manually disconnecting
and reconnecting the modem. I also noticed that if I reboot the router,
the modem will not respond to the initialization command. Only after the
power is cycled to the usb port will the modem connect.
