sure it does. I guess you still have to select the exact target platform.

for example, to compile openwrt for my xscale arm-based wrv54g router,
i had to first do "make menuconfig" and select ixp4xx as target, after
that i had to do "make kernel_menuconfig" to select the target board
(Gemtek WX5715).

To look up the right machine type for your device, have a look at
http://www.arm.linux.org.uk/developer/machines/
